The pilot uses the official arcgis feature service and the source-specific request interval. It does not scrape an interactive portal or bypass access controls.
Filter before storage
Only allowlisted project and contractor-business facts may cross the boundary. Personal and contact fields are denied before storage.
Keep the source trail
Every accepted item must retain source ID denver_new_construction_permits, its official URL, capture time, content hash, and raw-object location.
