Permit Archive is designed so a published fact can be traced to a reviewed source snapshot. The process favors reproducibility over volume and stops when a source contract changes.

Review the source

Schema, access path, robots behavior, rights, cadence, and allowed fields are pinned before any live-record capture.

Capture narrowly

Only documented APIs or bulk files are requested. Per-source pacing, byte, row, page, and time limits fail closed.

Deny personal fields

A default-deny allowlist rejects names, emails, phone numbers, and contractor home or mailing addresses.

Hash the evidence

Sanitized evidence is streamed, compressed, hashed, and paired with a manifest before a checkpoint can advance.

Preserve revisions

Changed facts create new snapshots linked to prior evidence. Application code cannot rewrite immutable history.

Publish only after gates

Thin, stale, held, suppressed, or unverified record pages stay out of public rendering and search indexes.

Source facts remain distinct from calculated summaries.

Any future activity index must publish its formula, time window, coverage, and minimum sample. It may describe measured activity; it may not label a contractor reliable, unsafe, good, or bad.
